William Lynn, Obama's First Ethics Exception, Causing Massive Headaches
On Friday, Gibbs added that the waivers like the one granted to Lynn to serve in the Obama White House would be "limited" in their number.
We'll follow our own rules, except when we don't.

Commentary: Obama breaks his own rule
If you have no intention of abiding by your new rules, then don't make new rules. That would be "actual" transparency.
Expectations, Smecktations. Did anyone really think he would be any different.
